France and UK Lead Debt Restructuring Efforts in Zimbabwe Amid Crypto Framework Development
France and the UK have agreed to co-chair a new body aimed at restructuring Zimbabwe's $23 billion external debt. This development comes as the country is building its first regulatory framework for virtual assets.
The Structured Dialogue Platform, launched in December 2022, has been the foundation for these negotiations. Over half of Zimbabwe's arrears are owed to Paris Club creditors alone, and having France co-chair this body is no coincidence.
Zimbabwe secured an IMF staff-monitored program scheduled to begin in early 2026, a prerequisite for any serious debt relief conversation. The government has made initial token payments toward clearing its arrears, signaling good faith to skeptical creditors.
The country's new initiative, the Zimbabwe Arrears Clearance Dialogue Enhancement Project (ZACDEP), provides a four-year framework for these negotiations. Finance Minister Mthuli Ncube has been at the center of this push.
