The final draft of the bill includes 126 changes aimed at advancing US crypto regulation and market stability. It grants Treasury Secretary Scott Bessent authority to respond if stablecoins trigger deposit flight that harms community banks.
Garlinghouse emphasized the importance of passing the CLARITY Act, saying 'the trades weren't small' and urging senators not to treat it as something they should merely settle for, but as an agreement they should stand behind.
