Gates Pushes for Global AI Regulation Amid Rising Concerns Over Job Displacement and Security Risks

Bill Gates is calling for a new international framework to regulate the riskiest uses of artificial intelligence (AI), citing concerns that individual governments and AI firms are unable to effectively handle increasingly sophisticated models on their own.

Gates, the co-founder of Microsoft, believes that if the US takes the lead in establishing regulations, China might agree to limitations on the release of especially hazardous AI models. He hopes to meet with Chinese President Xi Jinping during his upcoming visit to China in November to discuss working together on AI safety.

The proposed framework would aim to prevent AI systems from creating molecules or offering features that could make biological attacks easier, as well as monitor high-risk capabilities rather than severely limiting regular AI development. Gates suggests that methods already employed for other technologies that pose cross-border risks, such as aviation safety and nuclear inspection, could be applied to international oversight.

Gates' concerns go beyond security, however. He has also warned that AI may replace many white-collar and blue-collar jobs more quickly than earlier technological advancements, and proposes stronger economic safety nets, taxes on AI-driven labor replacement, and reserving some jobs for humans.
