Ghana Enacts Comprehensive Framework for Virtual Assets with Act 1154

Ghana has taken a significant step towards regulating its growing virtual asset market with the enactment of the Virtual Asset Service Providers Act (Act 1154) in December 2025. The new law establishes a comprehensive framework for virtual assets, aiming to integrate digital asset activities into the formal financial system.

The Bank of Ghana describes Act 1154 as the foundational legal framework for virtual assets. Prior to its enactment, the country's virtual asset market was already active, with significant financial transactions taking place outside traditional banking systems.

The law introduces VASP licensing and compliance requirements for entities operating in Ghana's digital asset space. The Bank of Ghana will oversee licensed entities, extending regulatory reach to transactions that previously bypassed conventional financial oversight.
