Grayscale Downplays Impact of CLARITY Act Delay on Digital Assets
Grayscale has downplayed concerns about the impact of the delayed CLARITY Act vote on digital assets. The Senate's decision to delay the vote until September, after its August recess, has raised doubts about whether the bill will be passed in 2026. However, Grayscale stated that the absence of comprehensive legislation would not immediately disrupt major blockchain networks or prevent stablecoin payments from expanding.
The firm noted that regulatory work by federal agencies has already helped develop parts of the market and that digital asset activity can continue without CLARITY Act provisions. Senate Majority Leader John Thune has filed a cloture motion on the motion to proceed, which would allow the Senate to move forward with consideration of the bill.
The CLARITY Act aims to establish federal rules for digital asset markets and clarify responsibilities between the Securities and Exchange Commission and Commodity Futures Trading Commission. However, Grayscale warned that existing regulatory gaps could limit new investment and capital formation in the United States if a comprehensive bill is not passed.
