Grey Area: Hong Kong's Crypto ATMs Leave Users Vulnerable
In Hong Kong's east side, a small self-service laundromat in Quarry Bay has installed a cryptocurrency terminal next to its washing machines. The terminal displays signs touting Dogecoin and boasts that users can buy Bitcoin 'in one minute.' To obtain cryptocurrencies, customers feed local currency into the machine and scan a QR code.
These machines have proliferated across Hong Kong as interest in cryptocurrencies grows. As of 2024, the Securities and Futures Commission estimates around 200 virtual asset retailers operate in the city, with many located at unstaffed shops like laundromats and arcades. Coin ATM Radar, a global tracker, reports that there are currently 234 crypto ATMs in Hong Kong, concentrated in Mong Kok, Tsim Sha Tsui, Wan Chai, and Quarry Bay.
The SFC is still establishing regulations for over-the-counter cryptocurrency trading, leaving these machines in a legal grey area. This lack of oversight raises concerns about potential tools for financial scams.
