Hawaii Bans Cash-to-Crypto Kiosk Transactions
Hawaii has implemented a ban on cash-to-crypto transactions at kiosks starting October 1, 2026. This decision follows an FBI report that recorded 92 complaints and $3.85 million in adjusted losses among state residents in 2025.
The restriction was enacted as part of Act 224, signed by Governor Josh Green on July 9. The law prohibits operators from owning or managing kiosks that accept U.S. currency for digital assets, with each prohibited transaction considered a separate offense under the state's consumer protection law.
Crypto-to-cash and crypto-to-crypto transactions will still be allowed. Hawaii lawmakers focused on banning cash deposits because scammers often direct victims to withdraw banknotes and send them through kiosks.
