HKMA Grants First Stablecoin Licenses, Setting Stage for Institutional-Consumer Divide
The Hong Kong Monetary Authority (HKMA) has granted its first two licenses for stablecoin issuance, marking a significant milestone in the development of regulated digital currencies. Anchorpoint Financial and HSBC are the first to receive licenses under the Stablecoins Ordinance (Cap. 656), which took effect in August 2025.
The licensed issuers have chosen distinct approaches: Anchorpoint is focused on institutional infrastructure, leveraging Ethereum's mainnet for its HKDAP stablecoin, while HSBC is targeting retail users through a mobile app.
The divergence creates two paths forward for the remaining applicants: they can either pursue high-volume, low-margin retail utility or build specialized infrastructure to compete with Anchorpoint. The market is optimizing for non-interest-bearing, regulated digital cash, and those who cannot solve distribution efficiency will struggle under the HKMA's strict regulatory framework.
