Hong Kong Unveils Tokenized Securities Framework
Hong Kong has become the latest hub for tokenized finance after the launch of the Tokenized Securities Framework, a joint initiative by FORMS HK, Chainlink, Apex Group, CSpro, and Blockchain Valley@Cyberport. The framework is designed to standardize how tokenized securities are issued, distributed, and settled in the city.
The Tokenized Securities Framework adopts the ERC-3643 token standard, which embeds compliance directly into the token itself. This means that investor eligibility, transfer restrictions, and regulatory requirements travel with the asset at all times.
Chainlink's Cross-Chain Interoperability Protocol enables tokenized assets to move across different blockchain networks, while its Automated Compliance Engine handles on-chain regulatory checks. CSpro manages asset origination and distribution, and Apex Group provides institutional-grade operational infrastructure through its $3.5 trillion in assets under administration globally.
The framework builds directly on the regulatory scaffolding established by the Securities and Futures Commission, including circulars issued in 2023 covering retail investor access to tokenized products and a separate framework addressing secondary trading of tokenized investment products in April 2026.
