House Committee Set to Vote on ARMA Bill Modernizing US Reserve System
The American Reserve Modernization Act (ARMA) of 2026 is set to undergo a historic vote in the House Financial Services Committee on September 16. Introduced by Republican Rep. Nick Begich and Democrat co-sponsor Rep. Jared Golden, the bill aims to modernize the US reserve system by incorporating digital assets.
The core provisions of the ARMA include a 20-year lockup period, during which the government cannot trade or sell Bitcoin, with the exception of using proceeds from liquidation to retire outstanding federal debt. The bill also mandates that all Bitcoin obtained from criminal seizures or penalties be surrendered to the national Bitcoin reserve.
The legislation proposes establishing a 'Digital Asset Stockpile' for holding altcoins classified as assets, which can be sold or traded for Bitcoin or used to pay off national debt. To acquire 1 million BTC over 5 years, the Department of the Treasury and Commerce will determine ways to amass the necessary funds without incurring costs through deficit spending.
