House Lawmakers to Consider Crypto Tax Relief Bill
House lawmakers will consider the Digital Asset Tax Certainty Act on Wednesday, aiming to provide clarity and relief for crypto investors.
The bill, introduced by House Ways and Means Committee Chairman Jason Smith (R-Mo.), would exempt qualifying network or transaction fees of $10 or less from capital-gains calculations. This 'de minimis' exemption is intended to simplify tax treatment for small transactions.
The legislation also addresses stablecoins, staking, mining, lending, and wash sales. It would use the redemption value of qualifying dollar-pegged stablecoins as their tax basis when purchased near that value, tax mining and staking rewards as ordinary income, and allow certain investment trusts to stake assets without jeopardizing their tax status.
The bill must clear the committee and win approval from the House, Senate, and President before becoming law. If passed, it would begin applying new federal tax rules to these areas in 2028.
