HTX-Linked Wallets Send Thousands of Tiny Transfers to Trigger Compliance Reviews

A recent wave of tiny cryptocurrency transfers to Kraken-linked addresses has sparked concerns over sanctions compliance and potential 'dust attacks'. Between August 17th and August 24th, nearly 12,000 small transfers worth a few cents or several dollars each reached Kraken-associated wallets. Kraken temporarily restricted some customer accounts while the flagged funds remained frozen.

The exchange described the activity as designed to spread sanctioned funds and trigger compliance reviews, potentially undermining trust in the industry. HTX, however, denied sending the transfers and is investigating whether they resulted from misattribution or malicious third-party activity.

Kraken has since restored customer access while continuing to hold the sanctioned assets. The exchange emphasized that it cannot simply ignore unsolicited deposits below a certain value due to compliance requirements. Automatic freezing of recipient accounts could create another problem, allowing attackers to disrupt other users with inexpensive false-positive compliance events.
