India's AI Push Leaves Web3 in the Shadows

The Indian government has announced a ambitious plan to train one crore youth in artificial intelligence (AI) within a year, but this push leaves Web3 and blockchain skills at a smaller scale.

The IndiaAI Mission, which has an outlay of ₹10,371.92 crore, aims to provide training, infrastructure, research support, and startup development for AI skills. The mission has already onboarded over 38,000 high-end GPUs and is supporting 8,000 undergraduate students, 5,000 postgraduate students, and 500 PhD scholars.

In contrast, there is no comparable one-crore, one-year blockchain or Web3 training target in India. While existing programs cover Ethereum development, fintech, public and private blockchains, cybersecurity, cloud computing, and other emerging technologies, they do not amount to a broad national crypto workforce curriculum.

India's talent base already extends well beyond government-backed training programs, with the country accounting for 15.2% of global Web3 developers in 2025, according to Hashed Emergent's research. However, developer presence and workforce policy are not the same thing, and the key question is whether technical talent converts into domestic employment, startup formation, venture funding, and locally built infrastructure.
