Ireland Toughens Anti-Money Laundering Controls Amid Rising Risks

The Irish government is strengthening anti-money laundering (AML) controls in response to risks identified in the 2026 National Risk Assessment on Money Laundering, Terrorist Financing and Proliferation Financing. The assessment found a moderate money-laundering threat, with criminal groups using established cash-based methods alongside crypto assets and money-mule networks.

Gambling operators will face stronger AML oversight under the new strategy. They must carry out due diligence on crypto-related transactions to establish where funds originate. The wider strategy also strengthens AML requirements for crypto assets and transfers, requiring mandatory disclosure of the ultimate beneficial owners of all limited partnerships.

The Central Bank of Ireland will develop a systematic understanding of how emerging technologies, including artificial intelligence, can create vulnerabilities or support stronger financial-crime defences. Intelligence sharing will expand between Government departments, law enforcement agencies, and financial institutions when money laundering is suspected.
