Japan Forms Committee to Address Stablecoin Tax Gap Amid Rapid Adoption

Japan has cleared several stablecoin adoption milestones, but it still lacks formal tax rules for thousands of workers receiving yen stablecoins as payroll. The Blockchain Promotion Council (BCCC) has formed a Taxation Committee to address this gap and provide policy proposals for the National Tax Agency and Financial Services Agency.

The committee's formation comes after Japan passed its landmark crypto law, reclassifying 105 specified crypto assets as financial instruments under the same statutory framework governing stocks, bonds, and investment trusts. However, stablecoins and decentralized finance (DeFi) were left out of this framework, with no updated tax guidance.

Stablecoin market leader JPYC has already begun paying drivers in yen stablecoins, covering 2,300 truck drivers and subcontractors, but there is no formal National Tax Agency guidance on how to classify or report it. The BCCC committee will study international tax trends and compile policy proposals by September 15.

The FSA has committed to finalizing its stablecoin and custody framework by the end of 2026. Japan's three largest banks, Mitsubishi UFJ Financial Group, Sumitomo Mitsui Banking Corporation, and Mizuho, are also launching a yen-pegged stablecoin in the coming months, but there is no tax playbook for them to follow.
