JPYC, a Japanese startup, has been hailed as Japan's first issuer of a yen-denominated stablecoin. According to Shota Saito, head of business development and marketing at JPYC, their early operating experience in issuing prepaid payment instruments played a significant role in shaping Japan's stablecoin framework.

The Japanese government's push for financial innovation and startup growth also contributed to this outcome. At a forum in Seoul's National Assembly Members' Office Building, Saito explained that the government favored supporting startups in the name of financial innovation, leading to the emergence of multiple issuance models, including one based on funds transfer service providers and a trust-based model involving traditional financial firms.

This development has implications for South Korea, which is currently debating who should be allowed to issue won-denominated stablecoins. The scope of participation for startups and other non-bank companies will become a major issue in designing the system.
