Kazakhstan Offers Tax Breaks to Lure Crypto Miners Back Home

Kazakhstan is offering tax breaks and legal certainty to crypto miners in an effort to bring billions of dollars' worth of assets back into the country. The move comes after a boom in cryptocurrency mining activity strained the country's power grid, causing widespread outages.

At its peak, cryptocurrency miners were consuming around 8% of Kazakhstan's total electricity output, prompting authorities to tighten regulations and drive many miners underground or abroad. However, the new decree aims to make it easier for miners to operate within the country by offering a tax break on personal income from digital asset transactions for three years.

The decision has been welcomed by some industry experts, who believe that the tax incentive will encourage citizens to declare their cryptocurrency holdings and move them onto regulated domestic platforms. However, others have cautioned that tax breaks alone may not be enough to draw users back to licensed Kazakh platforms, citing concerns about reliable access to banking and clear rules for converting crypto into local currency.

According to Kazakhstan's financial regulator, Astana International Financial Centre (AIFC), the country's citizens own approximately 1 million crypto wallets, nearly four times the number of users registered on authorised local exchanges. The decree also addresses the energy question that triggered Kazakhstan's earlier mining crisis by allowing associated gas from oil fields not required for state use to be used to generate electricity for mining operations.
