Kyrgyzstan Crypto Council Visit Exposes Limits of State-Backed Stablecoins
Changpeng Zhao, CEO of Binance, visited Kyrgyzstan's crypto council on September 5 as President Sadyr Japarov set a three-month deadline for new regulations. During his visit, Zhao praised progress in circulating the KGST stablecoin.
However, his praise does not extend to the USDKG project, which is also gold-backed and dollar-pegged but is on the UK sanctions list due to its issuer's alleged ties with Russia's government. The UK has imposed asset freezes, trust-services sanctions, director disqualification, and internet-services sanctions on the issuer.
USDKG's redemption process relies heavily on institutional clients, while retail holders are directed to supported exchanges for liquidity. Despite its state ownership, USDKG faces legal obligations in foreign jurisdictions that domestic authorization cannot settle.
The Kyrgyz government has set regulatory deadlines, including adopting secondary regulations and amending the virtual-assets law by December 31, 2026. The central bank is also developing a basic digital-som platform for pilot testing from January 1, 2027.
