Lummis Touts Clarity Act as Sanctions Compliance Boost Amid Criticisms
Senator Cynthia Lummis (R-Wyo.) has stated that the Clarity Act will strengthen sanctions compliance against North Korea-based hackers and other bad actors.
The legislation aims to close financial regulatory gaps that allowed entities like North Korea's Lazarus Group to steal cryptocurrencies, with over $2 billion worth of assets stolen in 2025 alone and another $1 billion lost this year.
Lummis said the bill gives Treasury new sanctions authority and a safe harbor for companies to freeze suspicious transactions before they move. She pointed out that North Korean entities 'thrive on gaps' in the current cryptocurrency financial system.
Critics argue, however, that the Clarity Act could create loopholes for decentralized finance and certain cryptocurrency firms, making them vulnerable to sanctions evaders and fraudsters. Sen. Elizabeth Warren (D-Mass.) expressed similar concerns, stating that the legislation fails to prevent the misuse of cryptocurrencies by America's adversaries.
