Massachusetts AI Safety Rules Spark Heated Debate Between Tech Giants
Massachusetts has become the latest battleground in the fight over state-level AI safety rules. OpenAI and Google are opposing stricter provisions backed by Anthropic, a company that wants to see more robust regulations.
The Massachusetts Senate passed an economic development bill in late July 2026 that includes AI guardrails targeting frontier developers. Companies generating more than $500M in AI-derived revenue or spending over $1B on research and development are required to publish safety frameworks focused on catastrophic risks.
Anthropic is pushing for independent risk assessments every four to six months, which would make Massachusetts' rules more demanding than anything else on the books at the state level. OpenAI and Google, however, see things differently and have warned that aggressive state-by-state regulation could create a patchwork of inconsistent rules.
The bill includes $75M earmarked for AI development alongside the safety rules. Anthropic has made campaign contributions exceeding $120K to Massachusetts Democrats in August 2026, which some see as an attempt to influence the outcome.
