Monaco Proposes Tougher Rules for Crypto Providers

Monaco's government has proposed new rules for crypto-asset providers to strengthen regulation and oversight, aligning more closely with EU standards. The bill, submitted on August 6, aims to modernize Monaco's legal framework for these service providers.

The proposed legislation would define which crypto-asset services can be offered in Monaco and establish requirements covering governance, prudential safeguards, and professional conduct. Providers would need prior authorization from Monaco's financial regulator, the Commission de Contrôle des Activités Financières (CCAF), after reviews by the Autorité Monégasque de Sécurité Financière and the Agence Monégasque de Sécurité Numérique.

The bill also expands the CCAF's supervisory powers to strengthen compliance and prevent illicit activity. If approved, the new framework would be supplemented by implementing regulations outlining how the rules will operate in practice.
