OCC Aims for November Finish on GENIUS Act Stablecoin Rules
The Office of the Comptroller of the Currency (OCC) is pushing to finalize its GENIUS Act stablecoin regulations by November. This comes after federal agencies missed their July deadline for implementing rules under the law, which was signed into effect in July 2025.
OCC Comptroller Jonathan Gould made the announcement at the Wyoming SALT conference on August 19. He emphasized the agency's commitment to moving quickly and getting a final rule out by November so that they can start processing applications within the new year.
The GENIUS Act framework is set to take effect on January 18, 2027, or 120 days after primary regulators issue final rules, whichever comes first. The framework covers the full operating cycle of a payment stablecoin, including issuance, reserves, redemptions, custody, supervision, and issuer closures.
Gould also highlighted the significant increase in digital asset approval activity at the OCC under the current administration. He noted that this has risen eightfold compared to the previous administration. Several crypto companies have already received conditional national trust bank approvals since December 2025, including Circle, Ripple, Paxos, and BitGo.
