OCC Approves World Liberty Trust's National Bank Charter with Conditions
The Office of the Comptroller of the Currency (OCC) has granted World Liberty Financial preliminary conditional approval to establish a national trust bank. This decision follows a familiar path, as numerous digital asset firms have received OCC trust charters since late 2025.
World Liberty Trust Company plans to take over issuance and reserve management of the USD1 stablecoin from BitGo. The new bank will also offer digital asset custody services as a fiduciary, with fee-free issuance and redemption of USD1 planned.
The approval letter attached to the decision reveals the OCC's discomfort with this particular application. Signed passivity commitments from three indirect investors in WLTC Holdings LLC, including Eric Trump, promise not to seek board seats or influence management decisions.
