OCC Pushes Forward with Stablecoin Proposals Under GENIUS Act Timeline
The Office of the Comptroller of the Currency (OCC) is pressing forward with finalizing its parallel stablecoin proposals under the GENIUS Act, a landmark legislation that established a federal framework for payment stablecoins. The timeline represents a significant development for the industry, which has been waiting on binding federal guidance since July 18, 2025.
The push toward finalization comes after the OCC missed the statutory deadline baked into the legislation itself. The GENIUS Act required federal regulators to finalize implementing rules by July 18, 2026, exactly one year after enactment.
The proposed rule covers reserve backing requirements, risk management frameworks, and capital and liquidity standards that mirror the obligations placed on traditional depository institutions. Both bank-affiliated issuers and non-bank entities seeking federal licenses would fall under its scope.
