Pakistan Builds Crypto Regulatory Regime with $200,000 Budget
Pakistan has made significant strides in establishing its virtual asset regulatory regime, using only 8% of its allocated budget. According to Minister Bilal Bin Saqib, the country's Minister of State and Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), this achievement demonstrates a new approach to government regulation.
The PVARA has established a formal pathway for companies operating in the digital asset sector, covering activities such as exchanges, custody, brokerage, and more. The framework also introduces requirements around governance, anti-money laundering, and consumer protection.
Saqib emphasized that governments need to balance speed with institutional credibility, particularly in emerging technologies. He noted that Pakistan's regulatory rollout represents a significant shift toward bringing digital asset activity into the formal financial system.
The country is positioning itself to participate in the development of new financial infrastructure and has identified opportunities for growth in areas such as tokenized markets, programmable payments, and artificial intelligence agents.
