Pakistan's Crypto Regulation Push Brings HTX Onboard
Pakistan is pushing global crypto platforms to establish locally regulated operations, and HTX has become the first exchange to progress through the country's new virtual-asset framework. The exchange received a No Objection Certificate from the Pakistan Virtual Assets Regulatory Authority (PVARA) but still needs to complete financial monitoring unit registration, establish a Pakistani subsidiary, and apply for a VASP license.
The process requires exchanges to invest in local corporate infrastructure, compliance systems, and regulatory relationships. This shift is significant because it changes the economics of entering Pakistan's crypto market. Exchanges seeking a durable presence must adapt to these new requirements rather than relying on offshore operations.
Pakistan has established a comprehensive framework for regulating virtual assets, with licensing categories covering custody, brokerage, lending, derivatives, asset management, transfer and settlement, token issuance, and mining-related services. This framework also provides controlled banking access during parts of the regulatory process.
The State Bank of Pakistan replaced restrictions from 2018 with rules allowing regulated financial institutions to open accounts for VASPs licensed by PVARA. Banks must verify a VASP's regulatory status before onboarding it, and customer money must be kept separate from the company's own funds.
