Paxos Trust Company has officially transitioned into a federally supervised national trust bank under the Office of the Comptroller of the Currency (OCC), solidifying its position as a leader in stablecoin oversight. The conversion, finalized on December 12, 2025, enables Paxos to issue and manage stablecoins like PayPal USD (PYUSD) and Pax Gold (PAXG) within a unified federal framework.

This move comes as the U.S. regulatory environment for digital assets evolves under the GENIUS Act, set to take effect in January 2027. The OCC charter allows Paxos to operate on a national level with a single federal regulator, replacing the patchwork of state-level oversight it previously faced under the New York Department of Financial Services (NYDFS).

The firm's existing practices already meet many of the proposed standards outlined in the GENIUS Act, including full asset backing and enforceable redemption rights. By securing an OCC charter, Paxos operates under the same rigorous framework that governs major banks like JPMorgan Chase and Bank of America.
