ProCap International (PROCap) is a prime example of how a well-organized cross-border operation can combine various elements to create a facade of legitimacy and credibility, even among sophisticated individuals.
The company promised high returns on investments in gaming packages ranging from P73,000 to P4.3 million, with monthly returns of 6% to 42%. Participants supposedly followed a prescribed gaming formula, while a 'capital protection insurance' mechanism purportedly protected their money after successive losing predictions.
ProCap's success can be attributed to its ability to manufacture credibility by using various tactics such as social proof, referral networks, and purported insurance. The company even convinced prominent figures like former justice secretary Vitaliano Aguirre II that nothing was amiss, as he attended one of their events at a Makati hotel.
However, the SEC eventually reached a conclusion that ProCap's economic machinery is a Ponzi scheme, where money from newer participants finances payments to those who entered earlier. The successful withdrawals that convinced investors of its legitimacy were not proof of sustainability but rather what enabled the operation to expand.
