Putin Signs Landmark Crypto Regulation Law into Effect
President Vladimir Putin has signed Russia's first unified regulatory framework for digital currencies and rights into law. The legislation, known as 'On Digital Currency and Digital Rights,' sets out legal standards for crypto exchanges, mining operations, brokers, and financial market infrastructure providers.
The new rules will take effect from September 1, 2026, while certain provisions won't be implemented until 2027. Organizations conducting crypto exchange activities must register with the government and maintain a minimum capital of 15 million rubles ($185,242), according to the law.
The legislation also prohibits the use of cryptocurrencies as payment for goods and services and bans advertising such payments, except in certain cases. Banks will be required to refuse transfers linked to unauthorized crypto exchange operators when suspicious activity is identified.
The regulation limits unqualified investors to purchasing 300,000 rubles ($3,700) worth of approved cryptocurrencies annually through each intermediary. Existing digital asset exchange operators must complete their transition to the new regulatory framework by March 1, 2027.
