Rushing Clarity Act Vote Risks Derailing Crypto Market Structure Legislation
Arizona Democrat Senator Ruben Gallego warned that rushing a vote on the CLARITY Act could derail federal crypto market structure legislation. Speaking at the SALT Wyoming Blockchain Symposium, he emphasized the importance of resolving outstanding disputes over ethics provisions and stablecoin yield rules before proceeding.
The CLARITY Act aims to establish clear classification rules for digital assets and determine which federal agency oversees them. Supporters argue that it would bring an end to regulatory uncertainty surrounding whether tokens fall under securities or commodities law.
Gallego stated, 'Don't go for a fast vote.' He noted that lawmakers still have multiple procedural steps to complete before the bill can realistically clear the Senate, citing the need for sufficient strong ethics restrictions and consensus-building among senators. The Senate Majority Leader John Thune has filed cloture, setting a September 15 procedural vote.
The White House hosted crypto industry executives earlier in the week, with President Trump urging Congress to pass a 'fair version' of the CLARITY Act. However, Gallego's warning adds tension to the push for faster legislative action, highlighting the risk of procedural momentum outpacing consensus-building and forcing a vote on a bill that lacks sufficient support.
