Russia Adopts New Law on Cryptocurrency Legalization with Strict Limits

A new law on cryptocurrency legalization has been adopted in Russia, effective July 21, 2026.

The law, 'On Digital Currencies and Digital Rights,' recognizes crypto as real property and protects it, but also introduces strict limits on transaction volumes and requires users to provide personal data for identification.

Under the new rules, users will need to undergo full identification to exchange cryptocurrency in any direction, and their personal data will be stored in a special register of Rosfinmonitoring. The data will be automatically transmitted if the exchange amount exceeds 100,000 rubles.

The law also introduces address identifiers, administered by the Digital Depository (DD), which will issue digital accounts with visible account balances. Only transaction orders can be given through these accounts, and direct access to tokens will only be possible through the Depository.
