Russia Drafts Regulation Allowing Bitcoin and Two Altcoins on Exchanges
The Central Bank of Russia has drafted a regulation that would include Bitcoin (BTC), Ethereum (ETH), and Tether ($USDT) in the list of cryptocurrencies that can be publicly traded on exchanges. The draft aims to protect investors from sharp price movements by limiting unqualified investors' purchases to 300,000 rubles per year.
The restriction is designed to shield unqualified investors from potential losses due to cryptocurrency market volatility. Only the most liquid assets will be offered to these investors, with Bitcoin, Ethereum, and Tether being among those included in this list. Market capitalization, average daily trading volume, and price history on foreign exchanges are considered when selecting cryptocurrencies.
Qualified investors, however, will have no purchase limits and can buy all cryptocurrencies traded on exchanges and over-the-counter markets without restriction. The regulation is still in draft form and comments and suggestions will be accepted until August 24, 2026.
