Russia Introduces Cryptocurrency Regulations with Annual Spending Caps
Russia's President Vladimir Putin has signed legislation that will allow citizens and businesses to conduct cryptocurrency transactions starting September 1, 2026. The new framework defines operational standards for crypto exchanges, digital depositories, and market participants while outlining access rules for retail and institutional investors.
One notable feature of the new regulations is the introduction of annual spending caps for non-qualified retail investors. These individuals will be restricted to purchasing high-liquidity cryptocurrencies through regulated intermediaries, with a maximum cap of 300,000 rubles ($3,628) annually per intermediary.
The framework also segments access to digital assets based on investor status. Qualified investors will not have annual expenditure caps and can purchase any digital currency. Both retail tiers must complete mandatory competency testing before trading, although qualification status can be granted based on an investor's historical transaction record in digital assets.
