Russia Introduces New Rules for Cryptocurrency Transactions in 2026

On September 1, 2026, Russia will introduce new rules for cryptocurrency transactions. The law 'On Digital Currencies and Digital Rights' aims to provide a legal framework for working with crypto assets, protecting the interests of investors in this market.

The law allows regulated operations through professional intermediaries, such as exchanges, brokers, digital depositories, and crypto exchangers. These intermediaries must be included in special registries of the Bank of Russia by September 1, 2027.

Non-qualified investors will have access to only the most liquid cryptocurrencies, with a total amount of purchases per year through one intermediary not exceeding 300,000 rubles. Qualified investors face no restrictions on amounts or types of cryptocurrencies.
