Russia Legitimizes Crypto Holdings Under Central Bank Supervision
Russia has taken a significant step in regulating cryptocurrencies by making Bitcoin (BTC), Ethereum (ETH), and USDT legal under its central bank's supervision, starting September 1, 2026. The law places these assets under strict control, with retail investors facing purchase caps to prevent excessive speculation.
While the new framework allows Russians to hold and invest in these cryptocurrencies through licensed platforms, it prohibits their use for payments within the country. This distinction reflects Moscow's aim to reap economic benefits from crypto adoption while maintaining the ruble's monetary sovereignty.
The law requires exchange platforms to obtain a specific license to operate legally, effectively excluding decentralized exchanges (DEXs) from the Russian market. Russia's gradual entry into regulated cryptocurrency markets could accelerate institutionalization and attract capital from the informal economy, strengthening demand for these assets in the medium term.
