Russia Opens Cryptocurrency Trading to Retail Investors, Bans Domestic Payments
Russia has taken a significant step in regulating its cryptocurrency market by allowing retail investors to buy digital assets through licensed platforms. The new law, which comes into effect on September 1, 2026, expands access to cryptocurrencies while maintaining the ban on using them for domestic payments.
The legislation requires retail investors to pass an investor assessment and adhere to annual purchase limits of ₽300,000 per intermediary. Licensed intermediaries will be responsible for ensuring compliance with the new rules and overseeing the regulated market.
Cross-border settlements using cryptocurrencies are also permitted under the law, which could have a significant impact on international trade. Russian exporters and importers can use different cryptocurrencies and wallet arrangements to complete transactions directly or through regulated intermediaries.
