Russia Opens Doors to International Crypto Transactions from Sept 1
Russia has opened its doors to international cryptocurrency transactions, effective from September 1, 2026. The Central Bank of Russia (CBR) announced that Russians will be able to transfer cryptocurrencies abroad to their own wallets or foreign merchant accounts to pay for goods and services.
The new law, signed by President Vladimir Putin in early August, recognizes digital currencies as property and sets general requirements for their circulation. It also provides judicial protection for cryptocurrency rights, regardless of whether they were previously declared.
Qualified and non-qualified investors will be able to acquire cryptocurrencies and stablecoins in compliance with established requirements, as well as transfer such assets abroad. Foreign trade participants will also be allowed to make payments in cryptocurrencies under foreign trade agreements.
