Russia's new cryptocurrency framework has come into effect on September 1, 2026, allowing non-qualified investors to purchase selected digital assets through regulated intermediaries. The rules impose annual limits and mandatory investor testing for these individuals.

The permitted cryptocurrencies include Bitcoin, Ethereum, and Tether USDT, which are among the most liquid assets available. Qualified investors face fewer restrictions, with no annual limit on purchases but still required to complete a knowledge test and acknowledge the risks involved.

The regulatory framework brings crypto investment further into the formal financial system without recognizing cryptocurrencies as domestic money. Cross-border trade is treated differently, allowing digital currencies to be used in foreign-trade settlements between residents and non-residents.
