Russia Proposes $3,645 Annual Crypto Purchase Cap for Retail Investors
The Bank of Russia has proposed a $3,645 annual crypto purchase cap for retail investors, as part of its draft rules on digital asset access. The limit applies per intermediary and is intended to reduce risk for less experienced market participants.
Unqualified investors would be restricted to purchasing Bitcoin, Ethereum, and Tether USDT, while qualified investors face no purchase cap under the proposed framework. This creates a clear divide between retail-level access and qualified investor privileges.
The Bank of Russia evaluated eligible assets using criteria such as market capitalization, trading volume, and price history. Any cryptocurrency considered for retail access needs five years of documented overseas pricing to be approved.
