Russia Signs Landmark Crypto Bill into Law
Russia has taken its most significant legislative step yet toward a regulated cryptocurrency market. President Putin signed the bill into law on August 6, 2026.
The State Duma passed the 'On Digital Currency and Digital Rights' bill in its second and third readings this week. The legislation establishes Russia's first comprehensive framework for digital asset activity.
The bill creates five categories of regulated market participants: crypto exchanges, brokers, asset managers, custodians, and exchange service providers. The Bank of Russia would receive broad oversight authority, including the power to determine which crypto assets may be offered through licensed intermediaries.
