Russia Tests Knowledge Limits for Crypto Investors
The Bank of Russia is changing its rules for becoming a qualified investor, which will impact how much cryptocurrency individuals can buy in Russia's regulated market.
Starting August 31, individuals who pass a special financial-market knowledge test and hold an approved Russian certificate will be recognized as qualified investors. This new method adds to the previous criteria, which included income earned over the previous two years, minimum asset holdings, relevant work experience in securities markets, independent investing experience, a relevant degree, or a combination of these factors.
The knowledge test requirement applies not only to individuals who want to become qualified investors but also to non-qualified investors, who must pass a knowledge test before buying any approved crypto asset. The new rules come as Russia's State Duma finalizes a regulated crypto market that hands qualified investors far higher purchase limits than everyone else.
Russian banks are already preparing to offer regulated crypto trading and custody services. Sberbank targets a crypto trading and depository launch by December 1, while Alfa-Bank expects a full retail rollout near the fourth quarter of 2026.
