Russia's Central Bank Lists Cryptocurrencies as Financial Market Risks
The Bank of Russia has identified cryptocurrencies and stablecoins as risks to the Russian financial market in its draft main directions for development from 2027-2029.
The regulator's primary concern is that these assets can be used not only for investments but also as a substitute for national currencies in transactions. The decentralized and cross-border nature of cryptocurrencies increases the risk of losing money and their use in illicit operations, according to the Central Bank.
A lack of uniform regulations across countries adds an extra layer of complexity, as national restrictions may not be sufficient, leading some operations into the shadows. However, new rules for digital currency circulation and digital rights have been implemented in Russia since September, allowing for legal investments with certain restrictions while strengthening control over their use in criminal schemes.
The Central Bank's focus on mitigating these risks highlights the ongoing tension between regulating cryptocurrencies to prevent illicit activities and facilitating their growth as a legitimate investment opportunity.
