Russia's Crypto Law Takes Effect, But Widespread Use Remains Elusive
Russia has implemented a new law that gives cryptocurrency a formal place within its supervised financial system. Federal Law No. 282-FZ took effect on September 1, allowing regulated investment and cross-border use through brokers, exchanges, management companies, digital depositories, and organized trading venues.
However, the law does not yet enable everyday crypto payments, with Bitcoin, stablecoins, and other cryptocurrencies remaining prohibited for purchases of goods and services inside Russia. The new framework is still incomplete, as the Bank of Russia continues to develop rules for trading venues, digital depositories, and capital requirements.
The law requires firms to obtain licenses by July 1, 2027, before bringing their operations into compliance. This unusual transition leaves Russia with a legal framework for crypto but lacking the necessary infrastructure for widespread use.
