SA Proposes Rules for Cross-Border Crypto Transfers

South Africa's Reserve Bank and National Treasury have issued draft guidance on cross-border cryptocurrency transfers. For the first time, this document specifies when crypto movements fall under the country's exchange control rules.

The proposal states that transferring crypto assets through domestic service providers to overseas platforms or self-hosted wallets will trigger reporting obligations. Only individuals are allowed to send crypto assets offshore, subject to South Africa's existing foreign-exchange allowances.

The authorities are accepting public comments on the draft until September 30. This is a significant development for cryptocurrency users and holders in South Africa as it clarifies regulatory requirements for cross-border transactions.
