Saylor drew a line between promoting Bitcoin and engaging in illegal trading practices, stating that 'Bitcoin is a commodity, not a security.' He added that fraud and manipulation are illegal.

The statement comes as lawmakers consider the CLARITY Act, which would define how the SEC and CFTC divide responsibility for digital assets. The Senate is scheduled to hold a procedural vote on the bill on September 15.
