Sberbank's Off-Chain Crypto System Set to Launch in December Under Russia's New Digital Asset Law
Russia's largest bank, Sberbank, is set to launch an off-chain crypto trading system in December under the country's new digital asset law. The system will keep most transactions off-chain and record customer ownership on internal ledgers.
This move marks a deliberate attempt by Sberbank to recreate traditional finance within a regulated crypto environment, contrasting with decentralized custody models used globally. The bank will control deposit, withdrawal, and transfer wallets, providing full visibility over flows and simplifying reporting to authorities.
The system is designed to limit exposure to cross-border movements tracked by sanctions enforcement agencies on open networks. This architecture also caters to the Russian state's preference for control over trustless principles that define the asset class.
Sberbank's project slots into a legislative sequence that gives the market structure little time to adjust. The new digital asset framework takes effect on September 1, introducing the legal basis for regulated crypto operations. However, the full licensing regime for intermediaries will not be mandatory until July 2027, leaving Sberbank with a nearly two-year window to establish itself as the dominant onshore liquidity venue.
