SEC Chief Urges Senate Passage of Clarity Act Amid Crypto Regulatory Uncertainty
US Securities and Exchange Commission (SEC) Chairman Paul Atkins has called on the Senate to pass the Clarity Act, a proposed federal bill aimed at establishing clearer regulatory guidelines for digital assets.
The Clarity Act seeks to resolve jurisdictional ambiguity between the SEC and the Commodity Futures Trading Commission (CFTC), providing a statutory framework that would reduce regulatory uncertainty for blockchain projects, exchanges, and investors.
This move signals a shift in the SEC's approach from relying on enforcement actions to shape policy. Under previous leadership, the agency often took an enforcement-driven approach, criticized for creating uncertainty.
The Clarity Act may face challenges similar to other crypto-related bills circulating in Congress, including the Financial Innovation and Technology for the 21st Century Act (FIT21), which passed the House in 2024 but stalled in the Senate.
