This development comes as the Senate has delayed voting on the CLARITY Act, a market structure bill aimed at providing clearer crypto regulations. The SEC's move is seen as an attempt to bring clarity to the industry despite the bill's delay.

The new framework will focus on crypto assets considered investment contracts under existing securities laws. Tokenized assets and other digital assets meeting the Howey test criteria will be subject to the new regulations, making it easier for eligible projects to raise money through legal public offerings.
