The proposal would not create new rules immediately but could mark a major step toward a regulatory framework designed specifically for the crypto market. A tailored offering regime could provide certain crypto projects with a clearer route to raising capital without forcing every digital-asset offering into a regulatory framework designed for traditional securities.
