SEC Proposes Blockchain-Neutral Transfer-Agent Rules Boosting Tokenization Outlook
The U.S. Securities and Exchange Commission (SEC) has proposed significant changes to transfer-agent rules, bringing blockchain-based recordkeeping and tokenized securities into a modern framework.
The proposal aims to update the rules and forms governing registered transfer agents, which maintain issuers' official securities ownership records and process transfers.
The SEC's fact sheet states that the changes would reflect electronic and blockchain-based recordkeeping, as well as uncertificated securities.
This development is particularly notable for the XRP Ledger ecosystem, which is already expanding into institutional tokenization markets. Ripple has partnered with SettleMint to combine Ripple Custody with tokenized-asset issuance and management for regulated institutions in Asia-Pacific.
